Employer-sponsored work residency only; current PAM rules not verified

The only route we could confirm is the Article 18 private-sector work residency, which exists only if a Kuwaiti employer obtains a work permit for you. The decree names the permit, medical certificate, health insurance and employer repatriation duty, but the Public Authority for Manpower site (which sets permit eligibility, quotas and any skills test) blocks automated reading, so those rules are not stated here. We found no official shortage list. Treat any agent asking you to pay for a visa or job as a warning sign and verify with the Ministry of Interior.
