Canada: skilled trades have a federal PR path, but temporary-worker routes for lower-wage jobs are tightly restricted

The federal skilled trades path and the trades draw category lead to permanent residence by invitation only; there is no quota or promise. The temporary-foreign-worker route needs an employer LMIA, and for below-threshold jobs in large cities LMIAs are not processed while local unemployment is 6 percent or higher. Caregiver and agri-food pilots are closed, the working-holiday scheme excludes India, and provinces choose their own nominees. IRCC publishes no fixed timeline.

The routes

Each route below is a separate permit with its own listed requirements. A requirement you do not meet can stop an application for that route, however strong the rest of the case is. A requirement we cannot confirm is shown as unknown, not as a failure.

Federal Skilled Trades Program (Express Entry)

Preview — under verification

Permanent residence for qualified tradespeople, but only by invitation from the Express Entry pool after a profile is submitted, and invitations are not guaranteed.

Who this is for

  • Tradespeople with 2 years of recent full-time experience in an eligible trade NOC and either a certificate of qualification or a full-time job offer

You must have every one of these

  • A valid full-time job offer in the trade for at least 1 year, or a certificate of qualification issued by a Canadian provincial, territorial or federal authority.
  • At least 2 years (3,120 hours) of paid full-time skilled-trade experience in the 5 years before applying, all in one eligible NOC.
  • Language: CLB 5 in speaking and listening and CLB 4 in reading and writing, on an approved English or French test.
  • No education requirement; education only adds ranking points.
  • Admissible to Canada (security, criminal, medical).
  • Plan to live outside Quebec.
  • Proof of funds, unless you can legally work in Canada and hold a valid job offer.
  • From 3 November 2026, IRCC says an LMIA is no longer required for a qualifying job offer under this programme; IRCC will still check offers are genuine.

Preview — under verification

A draw category for people with 12 months of recent work in a listed trade, inside the same pool; being eligible for a category does not mean being invited.

You must have every one of these

  • At least 12 months of full-time (or equal part-time) work in the past 3 years in one listed trade occupation, in Canada or abroad.
  • Must also be in the Express Entry pool under a federal programme; each round's instructions set the details.

Employer-sponsored work permit: high-wage LMIA

Who this is for

  • Workers whom a Canadian employer is willing to hire and pay at or above the provincial or territorial threshold

You must have every one of these

  • A Canadian employer holding a positive LMIA for the job.
  • Offered wage at or above the provincial or territorial median hourly wage plus 20 percent (for example Ontario CAD 36.92, British Columbia CAD 38.40, Alberta CAD 37.50 per hour for LMIAs received from 17 July 2026).

Employer-sponsored work permit: low-wage LMIA

Preview — under verification

Employers cannot get LMIAs processed for below-threshold jobs in metro areas with unemployment of 6 percent or more, which now covers most large cities, with sector exemptions; further changes start 1 March 2027.

Who this is for

  • Workers in below-threshold jobs in rural areas, in smaller cities under 6 percent unemployment, or in exempt sectors (construction, food manufacturing, hospitals, residential care, primary agriculture)

You must have every one of these

  • A Canadian employer with a positive LMIA.
  • Offered wage below the provincial threshold puts the job in this stream.
  • No LMIA processing for low-wage jobs in a census metropolitan area at 6 percent or more unemployment, unless an exemption applies (for example construction NAICS 23, primary agriculture, short jobs of 120 days or less on request). The table updates every 3 months; the current one covers 9 Oct 2026 to 7 Jan 2027 and lists Toronto, Vancouver, Calgary, Edmonton, Montreal and Ottawa-Gatineau above the line.
  • From 6 November 2026 low-wage LMIAs can run up to two years, and early childhood educators are added to the exceptions.

Provincial Nominee Program

Preview — under verification

Each province sets its own streams and numbers, so access depends on the province and its occupations; Quebec and Nunavut have no PNP.

Who this is for

  • People whose skills, education or experience match a province's stream and who intend to live there

You must have every one of these

  • Qualify for a stream of a province or territory that nominates you; each sets its own requirements and annual numbers.
  • Quebec and Nunavut do not run a PNP.
  • An Express Entry nomination adds 600 ranking points; the province tells you whether to use Express Entry or the paper-based process.
