Your route to Germany as a freelance and remote

OpenLast checked 2026-11-03

Open for the liberal professions. There is no digital nomad visa.

Germany has a freelance residence permit. It sits in paragraph 21(5) of the Residence Act and it is for the liberal professions: doctors, lawyers, engineers, architects, journalists, translators, artists, teachers and work the tax office accepts as similar. You work for your own clients, on your own invoices, with no employer. The entry test is lighter than the one business founders face — the law grants this permit 'departing from' the economic-interest, economic-benefit and secured-financing conditions in paragraph 21(1) — though the authority still consults the professional bodies before deciding, and where your profession needs a licence, that licence must already be granted or promised. Germany does not have a digital nomad visa. The Residence Act lists every purpose for which a residence permit can be granted, from paragraph 16 to paragraph 38a, and none of them is remote work, nomad residence or living in Germany on income earned somewhere else. The Federal Government's own portal sets out the ways to come here and work for yourself, and it lists two: founding a business, and freelancing in a liberal profession. If you are an employee of a company outside Germany, you are not self-employed, and the freelance permit is not written for you. We found no official route for that situation and we will not invent one. The EU Blue Card does not fill the gap either: it is written around employment and a salary from a job. Two traps, and they cut in opposite directions. The first is at the door. Whether you are a freelancer is a question of German tax law — a catalogue of named professions in the Income Tax Act, with an open tail for 'similar' ones — and the tax office decides it, not you. A software developer, a designer or a consultant is not named in the catalogue; whether they are similar enough to an engineer is judged case by case. The second trap is at the far end. Business founders can get a settlement permit after three years under a special rule; the law expressly disapplies that rule for freelancers. You take the ordinary route: five years, sixty months of pension contributions, German language and adequate housing. The lighter door costs two years later. On money, be careful what you believe. The federal portal requires proof of sufficient funds to finance your projects and make a living, and publishes no figure for it. If you are over 45 the statute requires 'adequate' old-age provision, and publishes no figure for that either. Any number you are quoted for either test came from an adviser, not from the law. Letters of intent from German clients are commonly asked for by some foreigners' authorities, but neither the statute nor the federal portal requires them, and no official source names a number — get the document leaflet from the authority for the city you are moving to, which is what the portal itself tells you to do. No processing time is published for this permit, so we print none.

The routes

Each route below is a separate permit with its own hard requirements. Failing any one requirement means that route is closed to you, however strong the rest of your case is.

Freelance permit (Aufenthaltserlaubnis zur Ausübung einer freiberuflichen Tätigkeit, § 21 Abs. 5 AufenthG)

Open

A residence permit for the liberal professions, granted without the economic-interest and secured-financing tests that business founders face — but on the ordinary five-year path to settlement, not the founders' three.

Who this is for

  • People in a catalogue liberal profession — doctors, dentists, vets, lawyers, notaries, engineers, architects, auditors, tax advisers, physiotherapists, journalists, interpreters, translators — or one the tax office accepts as similar
  • People with several clients who can show they can finance the work and live on it
  • Graduates of German universities, researchers and Blue Card holders who want to work for themselves in their field: paragraph 21(2a) says the permit 'should' be granted where the work relates to the degree or research, a stronger entitlement than the ordinary 'may'
  • Self-employed artists, for whom the federal portal says special rules apply

You must have every one of these

  • Your work is a liberal profession, not a trade. The catalogue is in § 18 of the Income Tax Act and ends with 'similar professions'. The tax office has the final say on which side of that line you fall, and digital occupations are not named in it
  • You can finance your undertaking and make a living from it. The portal's words are 'sufficient funds to finance your projects'; it names no amount, and a business plan is on its document list for this route too
  • Where your profession requires a licence to practise, it has already been granted or its grant has been promised. This condition replaces the economic tests of paragraph 21(1)
  • If you are over 45: adequate old-age provision. The statute says 'adequate' and sets no figure; your mission or the foreigners' authority decides. One statutory chamber lists nationals of the Dominican Republic, Indonesia, Iran, Japan, the Philippines, Sri Lanka, Türkiye and the USA as exempt under old bilateral treaties — that is chamber guidance, not federal, so confirm it with your mission
  • Letters of intent from prospective clients: not required by the statute or the federal portal. Some foreigners' authorities ask for them and the number varies by city. Obtain the leaflet from the authority responsible for where you will live
  • Proof of health insurance for the visa, and new German cover after you arrive. Health insurance is compulsory for the whole stay; the portal flags private insurance as particularly relevant to the self-employed and warns that moving back to statutory cover later is difficult
  • The authority consults the professional and licensing bodies at the place of your intended work before deciding — paragraph 21(1) sentence 3 applies to freelancers correspondingly
How long it lastsInitially up to three years, according to the federal portal; extendable if you can support yourself and your family from the work. Treat three years as a ceiling, not a promise. The permit exists for this activity: if an essential precondition for granting it falls away, the authority may shorten it after the fact. A settlement permit comes after five years on the ordinary rules of paragraph 9 — the three-year founders' route in paragraph 21(4) is expressly disapplied for freelancers.Work allowedThe freelance activity the permit names. Expanding or changing it needs an application to the foreigners' authority. You notify the tax office directly within one month of starting, free of charge; freelancers need no trade registration. The spouse of a § 21 permit holder is exempt from the German language test before joining you.Government feeEUR 100

Digital nomad visa

Closed

No such route exists in German law.

You must have every one of these

  • There is nothing to meet. The Residence Act provides no permit for remote work, nomad residence or living here on income earned elsewhere, and the Federal Government's portal lists two routes for working for yourself — business founder and freelancer — with no third. The nearest real thing is the freelance permit above, which requires a liberal profession, your own clients and a life in Germany built around that work.

National visa

Two federal pages disagree: the official self-employment overview says EUR 75, the portal's freelance page says 'as a rule EUR 90'. We print both and will not pick a side. Confirm with your mission before paying. Proof of funds is a separate matter: no official source publishes an amount for this route, so no figure appears below.

0 months

No official source publishes a processing time for this permit. The federal portal says only that embassy waiting and processing times vary by mission and workload, and we could not source a figure for freelance applications at any mission or foreigners' authority, so we print none. One hard deadline is published: the residence permit application must be submitted before your entry visa expires.

What you actually need

Your steps before the visa

  1. Check that your qualification counts, and authenticate your certificates — everyone
Look up your institution (H+) and degree in anabin; if either is missing, apply to the ZAB for a Statement of Comparability (EUR 200, approx. AED 800; up to three months). Vocational and regulated professions need a recognition notice from the competent authority instead: normally three to four months after complete documents, up to EUR 600 or more (approx. AED 2,400). At the same time get your certificates apostilled; India, the Philippines, Pakistan and Bangladesh are Apostille Convention parties, Nigeria and Nepal are not.
Make it in Germany — evaluation of foreign academic degrees (anabin, ZAB Statement of Comparability) (checked 2026-11-03) · Make it in Germany — recognition procedure: cost and timeframe (checked 2026-11-03) · City of Heidelberg (service-bw) — applying for a ZAB Statement of Comparability: fees (checked 2026-11-03) · HCCH — Apostille Convention status table (updated 30 June 2026) (checked 2026-11-03)
  2. Secure the admission letter, training contract or job offer — everyone
The visa is granted for a purpose, so the paper proving that purpose comes first: a university admission letter for study, a signed training contract for vocational training, or for the EU Blue Card a job offer or contract of at least six months paying EUR 50,700 a year (approx. AED 202,800), or EUR 45,934.20 (approx. AED 183,737) in shortage occupations and for recent graduates. The Opportunity Card alone needs none of these.

  3. Prove your money: blocked account, sponsor or scholarship — students and jobseekers
Students open a blocked account (Sperrkonto) holding EUR 11,904 for the first year (approx. AED 47,616), released at EUR 992 a month; a sponsor's Verpflichtungserklärung or a German or EU scholarship is accepted instead. Opportunity Card jobseekers need EUR 1,091 net a month (approx. AED 4,364). For in-company vocational training the training pay itself generally counts, at EUR 1,048 gross or EUR 822 net a month (approx. AED 4,192 or AED 3,288).

  4. Arrange health insurance that the mission will accept — everyone
Proof of valid health insurance is required for the visa. The official portal says to take out travel health insurance at home to cover the gap between arrival and the start of German cover, and to check the required standard with your mission. It does not replace German insurance after arrival.

  5. Apply on the Consular Services Portal and attend the appointment — everyone
Create an account, upload your documents and get the preliminary digital check, then attend the in-person appointment at the mission responsible for where you live: fingerprints and photograph are taken, originals checked and the EUR 75 fee paid (approx. AED 300; EUR 37.50 under 18). Booking is free; the missions warn against agencies that charge for appointments.

  6. Enter Germany on the national (D) visa — everyone
Book travel only after the visa is issued; in India applications can be lodged up to six months before the travel date. The visa is a bridge, not the permit: the residence permit must be applied for before the visa expires, so book the Ausländerbehörde appointment in your first week.

  7. Register your address within two weeks (Anmeldung) — everyone
Register at the registration office within two weeks of moving in, with your passport and the landlord's written move-in confirmation (Wohnungsgeberbestätigung). There is no fee; a late or missing registration can be fined up to EUR 1,000 (approx. AED 4,000). The residence permit, the tax ID and the bank account all depend on it.

  8. Apply for the residence permit at the Ausländerbehörde — everyone
Book the appointment and ask the authority for its own document list, which is set locally. The first electronic residence permit costs EUR 100 (approx. AED 400) under § 45 AufenthV. Opportunity Card holders switch to a work permit or extend the card, in either case before it expires.

  9. Receive your tax ID, open the bank account, join an insurer — everyone
The tax identification number is issued automatically after the Anmeldung and posted to your registered address; until your employer has it, wage tax is withheld under class VI. The bank asks for your passport, residence permit and registration certificate. Employees are enrolled in statutory health insurance by the employer; anyone not employed must take out cover themselves, with no gap allowed.

The level follows the route, not the trade: Opportunity Card A1 German or B2 English; recognition visa A2; vocational training B1; joining spouse A1 (waived where the sponsor holds a skilled-worker, Blue Card or self-employment permit). For the residence permit Berlin asks for the marriage certificate with certified translation and apostille or legalisation if foreign. For countries on the Federal Foreign Office's list, verification replaces both: Chennai states up to four months and approx. EUR 550 (approx. AED 2,200); Dhaka 10 to 12 weeks and BDT 35,000; Manila five to six months and PHP 16,000 plus EUR 10. Only a German authority can start it, and the applicant pays even if the document proves false. For Indian marriage certificates bring six to eight wedding photographs and do not laminate the certificate.

Health insurance

At the visa stage

Proof of valid health insurance is required for the national visa. The official portal advises taking out travel health insurance at home to cover the period between arrival and the start of employment, keeping cover continuous, and checking the required standard with the German mission. No federal minimum sum insured is stated in the sources we hold.

After arrival: compulsory for the whole stay

Health insurance is required in Germany for the entire stay, with no gap permitted. Employees are enrolled in statutory insurance (GKV), usually by the employer. Someone not employed and not otherwise covered, such as a jobseeker, must take out private insurance until statutory cover starts.

Statutory contribution, employees (2026)

14.6% + 2.9% average additional contribution

Charged on gross pay up to EUR 5,812.50 a month (approx. AED 23,250), employee and employer each paying half of both parts. The additional contribution is set by each insurer; 2.9% is the official average, so the actual deduction depends on which Krankenkasse you join.

Students (2026)

Roughly EUR 125 to 145 a month (approx. AED 500 to 580)

Student statutory insurance is a flat amount, paid entirely by the student: EUR 87.38 health plus the insurer's additional contribution, plus long-term care of EUR 35.91 (aged 23 or over, no children) or EUR 30.78 (under 23). The exact total depends on the insurer. The insurer's page carries labelling inconsistencies; re-verify before relying on the cents.

Medical

Medical examination for the visa

There is no medical examination or vaccination requirement in any official national-visa document list we have read: the Consular Services Portal, the federal process sheets for the EU Blue Card, Opportunity Card and study, and the German Missions in India student checklist list none.

Health professions: licence before visa

Doctors, nurses, pharmacists, dentists, physiotherapists and other regulated health professions need full recognition and the licence to practise before the work residence permit is issued. For doctors the specialist language examination (Fachsprachenprüfung) is set at C1 on a B2 foundation; in Baden-Württemberg it costs EUR 420 (approx. AED 1,680), payable in advance. The language level for nurses is set per Land and is not sourced here.

Children: school medical examination (Berlin)

When a newly arrived child is placed in a Berlin school, the district coordination office assesses the child's German and arranges a school medical examination before assigning a school. This is Berlin's procedure; other Länder run their own.

Somewhere to live

Register within two weeks of moving in (Anmeldung)

Free

Anyone who moves into a dwelling must register with the registration office within two weeks. There is no fee. Late or missing registration is an offence with a fine of up to EUR 1,000 (approx. AED 4,000). Registration gates the bank account, the residence permit and the tax ID, so it comes first.

Wohnungsgeberbestätigung

The landlord must confirm the move-in in writing within the same two weeks; a tenancy agreement does not replace it. If the landlord refuses or is late, you must notify the registration office without delay. A landlord who fails to confirm faces the same fine. Before accepting any first accommodation, ask whether the provider will sign it.

Deposit cap

Three months' cold rent

A rental deposit may not exceed three times the monthly rent excluding operating costs (§ 551 BGB). You are entitled to pay a cash deposit in three equal monthly instalments, the first when the tenancy begins; any clause saying otherwise is void. The landlord must hold it separately from their own assets, and the interest is yours.

§ 551 BGB — limit on rental deposits (checked 2026-11-03)

Letting agent fees

An agent may not charge the flat-seeker unless the seeker alone commissioned the agent; in an ordinary rental where the landlord instructed the agent, the tenant owes nothing, and any agreement passing the landlord's fee to the tenant is void. Where a fee is lawfully owed it is capped at two months' rent plus VAT and is due only if a tenancy results.

Wohnungsvermittlungsgesetz (WoVermRG) — letting agents' fees (checked 2026-11-03)

Cold rent versus warm rent

Listings quote Kaltmiete (rent for the dwelling alone). Warmmiete adds the operating-cost advance (Nebenkosten), which is reconciled once a year: the landlord has until the end of the twelfth month after the billing year to send the statement, and it can produce a back-payment demand. Budget on the warm figure.

Getting there

Book the flight only after the visa is issued

The federal process sheets say to book travel after the visa is issued, and the German Missions in India say to fix a travel date only after receiving the appointment confirmation. Applications in India can be lodged up to six months before the planned travel date.

Make it in Germany — EU Blue Card: visa and entry procedure (official process sheet) (checked 2026-11-03) · German Missions in India — national visa information (travel dates, processing) (checked 2026-11-03) · German Missions in India — visa and consular services: appointments (checked 2026-11-03)

The D visa is a bridge, not the permit

You enter on the national visa and must apply for the residence permit at the Ausländerbehörde before that visa expires. The deadline is the expiry date printed on the visa; there is no separate statutory period. Appointment backlogs in large cities are long, so book the Ausländerbehörde appointment in your first week, before the paperwork is ready.

What to carry in hand luggage

Your passport with the visa, and the originals you showed the mission. In your first two weeks the registration office asks for the passport, the visa or residence title and the landlord's confirmation; the bank asks for the passport, residence permit and registration certificate. Keep them with you, not in checked baggage.

Appointment waiting times are not published

Germany does not systematically publish visa appointment waiting times. Of the missions checked, only Manila publishes one (up to one month per category); India, Nigeria and Pakistan do not. Appointments are free to book and are not allocated by request; agencies charging for them are warned against by the missions themselves.

Twelve times the BAföG maximum rate of EUR 992 a month (approx. AED 3,968); one twelfth is released each month. Stated as current for 2026 by the Tehran mission and the federal study process sheet. A preparatory or intensive language course before study needs EUR 1,091 a month instead, EUR 13,092 a year (approx. AED 52,368). The figure moves whenever the BAföG rate changes.

Vocational training: usually no blocked account

Training pay of at least EUR 1,048 gross or EUR 822 net a month

For in-company training the training allowance itself is generally accepted as proof of livelihood at EUR 1,048 gross (approx. AED 4,192) or EUR 822 net (approx. AED 3,288). Below that, the shortfall must be covered by other means, for example a blocked account or a sponsor's declaration. Trades whose first-year pay is below the threshold will need top-up proof.

The ZAB Statement of Comparability costs EUR 200, each additional certificate EUR 100. A recognition procedure for a vocational or regulated profession is stated as EUR 200 to 600 by the federal recognition portal and as 'up to EUR 600 or more' by Make it in Germany, plus translation and certification costs. Bank account comes after registration

A bank generally asks for a valid passport, residence permit, registration certificate (Meldebescheinigung) and possibly a payslip. Berlin states a bank account cannot be opened before registration, and the official portal states a current account is needed to rent a flat. The sources do not resolve this loop; in practice an employer-, university- or friend-provided first address breaks it.

The tax identification number is issued automatically after the Anmeldung and posted to your registered address. What we could not source

  • Minimum remaining passport validity required by German missions for a national visa. No general official statement found; the only figure in the research (180 days) comes from a 2019 mission sheet for religious workers and is not published here.
  • Passport photo specification for the application. The sources say biometric data is captured at the appointment; whether and how many printed photos are required per mission is not sourced.
  • A CV in German form (tabellarischer Lebenslauf). It appears in no official document list we hold, so we do not say it is required or how it should look.
  • Police clearance certificate. No official national-visa checklist in the research asks for one; we do not know whether any mission or Ausländerbehörde requires it.
  • A federal minimum sum insured for travel or incoming health insurance at the visa stage. The official portal says to check the standard with the mission; the EUR 30,000 figure in the research is from a 2019 mission sheet for religious workers and is not published here.
  • A current 2026 average additional contribution confirmed by GKV-Spitzenverband or the BMG for student insurance, so the all-in student premium is published as a range, not a point figure.
  • An official list of statutory health insurers (Krankenkassen). Not sourced; GKV-Spitzenverband's list was not reached.
  • The validity period printed on the national D visa and any fixed conversion window (commonly described as 90 days). The sources say only that the residence permit must be applied for before the visa expires.
  • Airport-to-city transport facts and costs. Not researched; nothing published.
  • Typical waiting time for an Ausländerbehörde appointment. The federal brochure says 'long' and gives no figure.
  • Typical operating costs (Nebenkosten) per square metre, needed to turn an advertised cold rent into a monthly cost.
  • City-level rent for Munich, Berlin city, Leipzig or a rural average. Only Land averages are officially published in the sources we hold.
  • SCHUFA: what the report costs, what it shows for a person with no record, and what landlords accept instead. Only commercial sources were found; nothing published.
  • Which banks open an account without a registration certificate. Deliberately unsourced; we will not name commercial providers without an official source.
  • Vaccination or health-screening requirements for care professions, and the food-hygiene instruction under § 43 Infektionsschutzgesetz for cooks. The statute was not retrieved; nothing published.
  • The German language level required for nurse recognition. Set per Land; not sourced.
  • The Bundeszentralamt für Steuern's own page on the tax ID, and the Federal Employment Agency's job board. Both exist, neither was reached in the research, so neither is listed as an official site.
  • The integration course cost contribution (EUR 2.29 per unit, EUR 1,603 for 700 units). BAMF's page declares itself out of date, so no figure is published.
  • Cost of obtaining a German driving licence (driving school, tests, authority fees). Material for all six origin countries; not sourced.
  • The exact split of the 'up to EUR 100' residence permit fee between first issue and extension for each permit type beyond § 45 AufenthV, and the settlement-permit fee section of the AufenthV.
